Project Description

The United States Department of Agriculture Natural Resources Conservation Service (NRCS), with Glenwood Town as the project sponsor, is proposing to partially fund through the Watershed Protection and Flood Prevention Act (Public Law [PL] 83-566) measures to address flood control along the conveyance channel between the outlet of the Glenwood debris basin and the Cove River within the Glenwood Watershed in Sevier County, Utah.

NEPA Analysis

As the lead federal agency, the NRCS will be initiating National Environmental Policy Act (NEPA) analysis in the form of a new Supplemental Watershed Plan and Environmental Assessment (Supplemental Plan-EA) to analyze impacts to the natural and human environment from this project. The Plan-EA will comply with the USDA’s regulations at 7 CFR 1b, which require an evaluation of potential environmental impacts associated with federal projects and actions. The Plan-EA also integrates analysis following the Principles, Requirements and Guidelines for Water and Land Related Resources Implementation Studies and Federal Water Resource Investments (PRG, 2018).

Current Status

The project is currently in the Planning Phase. The public, organizations, tribes, and agencies were given opportunity to provide comments on the proposed project during the Public Scoping comment period from July 13- August 12, 2022, with a public meeting held on July 22, 2022.
