Project Description

The Powder Valley Water Control District (PVWCD) Modernization Project aims to modernize aging infrastructure to address water loss, water delivery reliability, and operation inefficiencies. The proposed project is located in Union County, Oregon. The Infrastructure Modernization Project is an agricultural water conveyance efficiency project. The proposed action would install 3.4 miles of the new C-1 pipeline, pipe 3.3 miles of the Carnes ditch, install fish screening and passage improvements at the Carnes Diversion, and retire 6.7 miles open ditches.

NEPA Analysis

On September 16, 2026, NRCS Oregon released a Finding of No Significant Impact for the Powder Valley Water Control District (PVWCD) Infrastructure Modernization Project. NRCS Oregon has determined that the project will not cause significant local, regional, or national impacts to the environment. With a completed environmental assessment in place, the project is now eligible for federal funding and may move forward into final design and construction.
