The State Office in Henrico County is the base of NRCS operations in the commonwealth, housing a dedicated team of technical and administrative staff who provide direct guidance and support to conservation professionals in 41 field offices.

Dr. Edwin Martinez Martinez, State Conservationist
USDA’s Natural Resources Conservation Service (NRCS) maintains a strong statewide presence in Virginia, serving farmers, forest landowners and other agricultural producers through 41 field offices and the state office in Richmond. Dr. Edwin Martinez Martinez has served as Virginia state conservationist since 2020.
Working closely with the leadership team and Virginia’s conservation partners, Martinez Martinez provides statewide leadership for the management and implementation of Farm Bill conservation programs across the commonwealth.
Established as the Soil Conservation Service in 1935, NRCS offers voluntary, science-based technical and financial assistance to help Virginia producers address natural resource concerns while supporting productive, resilient working lands. Through one-on-one assistance with producers and collaboration with local, state and federal partners, NRCS helps conserve soil, improve water quality, enhance wildlife habitat, strengthen agricultural operations and sustain Virginia’s farms and forests for future generations.
