Project Description
The United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS), with assistance from Price City (project sponsor), is proposing to partially fund through the Watershed Protection and Flood Prevention Act [Public Law (PL) 83-566], the Upper Price Watershed Plan in Carbon County, Utah. The primary purpose is to increase and maintain safe and reliable water supplies for the community, increase water conservation and improve water delivery efficiency.
NEPA Analysis
NRCS, as the lead federal agency, has initiated National Environmental Policy Act (NEPA) analysis in the form of a Watershed Plan and Environmental Impact Statement (Plan-EIS) to analyze impacts to the natural and human environment from this Project. The Plan-EIS will comply with the Council on Environmental Quality’s NEPA regulations at 40 CFR 1500-1508 and NRCS’s NEPA regulations at 7 CFR Part 650, which require an evaluation of potential environmental impacts associated with federal projects and actions. The Plan-EIS also integrates analysis following the Principles, Requirements and Guidelines for Water and Land Related Resources Implementation Studies and Federal Water Resource Investments (PRG, 2018).
Current Status
The project is currently in the Planning Phase. A Public Scoping Meeting held on October 29, 2020. Public comments were accepted from October 15, 2020, through July 3, 2021. The Notice of Intent (NOI) to Prepare an EIS was published in the Federal Register on June 3, 2021.
