Public Notice of Availability

The U.S. Department of Agriculture’s Natural Resources Conservation Service (NRCS), in coordination with Sevier County, announce the availability of the Final Watershed Plan and Environmental Assessment (Plan-EA) for the Richfield-West Sevier Watershed Plan (Project) in Sevier County, Utah. This Project is partially funded through the Watershed Protection and Flood Prevention Act (Public Law [PL] 83-566).

Project Description

The Project would construct a debris basin at the mouth of Flat Canyon; install flood conveyance measures in the Richfield and Sevier Valley Canals; improve unnamed flood channels; install flood conveyance pipelines; construct a flood conveyance channel; and upgrade the Sevier Valley Canal flood control gate.

NEPA Analysis

NRCS, as the lead federal agency, has prepared a Final Plan-EA that analyzes potential Project impacts to the natural and human environment, in accordance with the National Environmental Policy Act (NEPA). The Final Plan-EA also integrates analysis following the Principles, Requirements and Guidelines for Water and Land Related Resources Implementation Studies and Federal Water Resource Investments (PR&G, 2018). The Draft Plan-EA was reviewed by NRCS-Utah, the National Water Management Center, and NRCS-National Headquarters. The Draft Plan-EA was available for public comment between March 31, 2026 and April 30, 2026.

Current Status

The NRCS has prepared a Final Plan-EA has and issued a Finding of No Significant Impact (FONSI) for the Project. The Final Plan-EA and FONSI can be downloaded from the Project Documents section below.
