Public Notice of Availability
The U.S. Department of Agriculture’s Natural Resources Conservation Service (NRCS), with Washington County and Hurricane City as project sponsors, announce the availability of the Record of Decision for the Final Supplemental Watershed Plan No. 10 and Environmental Impact Statement (Plan-EIS) in Washington County, Utah. This project is partially funded through the Watershed Protection and Flood Prevention Act (Public Law [PL] 83-566).
Project Description
The project would construct a dry detention dam upstream of Hurricane City along Gould Wash to reduce and manage flood flows, modify the Gould Wash channel through Hurricane City to safely convey floodwaters, and acquire easements necessary for channel modifications and areas subject to flooding.
NEPA Analysis
NRCS, as the lead federal agency, has prepared the Final Supplemental Watershed Plan-EIS that analyzes potential impacts to the natural and human environment from this project. The Plan-EIS also integrates analysis following the Principles, Requirements and Guidelines for Water and Land Related Resources Implementation Studies and Federal Water Resource Investments (PR&G, 2018).
The Draft Plan-EIS was available for public comment between September 22, 2025, and November 6, 2025. A public meeting was held for the project on October 22, 2025. The Final Plan-EIS was available for public comment between March 20, 2026, and May 4, 2026.
