Public Notice of Availability
The U.S. Department of Agriculture’s Natural Resources Conservation Service (NRCS), with Washington County and Hurricane City as the project sponsors, announce the availability of the Final Supplemental Watershed Plan No. 10 and Environmental Impact Statement (Plan-EIS) for the Gould Wash Flood Protection Project (Project) within the Warner Draw Watershed in Washington County, Utah. This project is partially funded through the Watershed Protection and Flood Prevention Act (Public Law [PL] 83-566).
Project Description
The Project would make improvements along Gould Wash through Hurricane City and construct a dry detention reservoir on Bureau of Land Management lands upstream of Hurricane City. The Project would reduce flooding and protect people, structures, transportation infrastructure, public utilities, and property in Hurricane City.
NEPA Analysis
NRCS, as the lead federal agency, has prepared the Final Supplemental Watershed Plan-EIS that analyzes potential impacts to the natural and human environment from this project. The Plan-EIS also integrates analysis following the Principles, Requirements and Guidelines for Water and Land Related Resources Implementation Studies and Federal Water Resource Investments (PR&G, 2018). Headquarters. The Draft Plan-EIS was available for public comment between September 22, 2025, and November 6, 2025. A public meeting was held for the Project on October 22, 2025.
Current Status
The Project is currently in the Final Plan-EIS review period and comments are being accepted between March 20, 2026, and May 4, 2026. Please send comments to Ammon Boswell at NRCS (see Contact Information below) and reference the Gould Wash Flood Protection Project with your submittal.
