Project Description

The United States Department of Agriculture Natural Resources Conservation Service (NRCS), with Enoch City as the project sponsor, are proposing to fund through the Watershed Protection and Flood Prevention Act [Public Law (PL) 83-566], improvements within the East Bench Watershed. East Bench Watershed is located east of Interstate 15, in the Enoch City area of Iron County. The proposal includes the construction of detention basins and flood control structures within the East Bench Watershed to reduce flood risk to downstream property owners.

NEPA Analysis

NRCS, as the lead federal agency, is initiating National Environmental Policy Act (NEPA) analysis in the form of a Watershed Plan and Environmental Assessment (Plan-EA) to analyze impacts to the natural and human environment from this project. The Plan-EA will comply with the USDAs regulations at 7 CFR Part 1b, which require an evaluation of potential environmental impacts associated with federal projects and actions. The Plan-EA also integrates analysis following the Principles, Requirements and Guidelines for Water and Land Related Resources Implementation Studies and Federal Water Resource Investments (PRG, 2018).

Current Status

The project is currently in the Planning Phase. The public, organizations, tribes, and agencies were given opportunity to provide comments on the proposed project during the Public Scoping comment period from March 31, 2021, and ending on April 30, 2021, with a public meeting held on April 14, 2021.
